Fighting for Windsorâs Students at the State Level!
CABE President and Windsor BOE member Leonard Lockhart is leading the charge for fair teacher pay, sustainable funding, and critical special education resources for Connecticutâs students. At CABEâs annual Day on the Hill, Lockhart was joined by Windsor High School students, Superintendent Dr. Terrell Hill, and Windsor BOE President David Furie as he addressed key legislative issues, including:

Fair Teacher Pay â Supporting competitive salaries while ensuring a sustainable funding plan for districts.

Special Education Funding â Advocating for increased state support as WPS faces $23M+ in special education costs.
â
Unfunded Mandates â Pushing back against financial burdens placed on school boards without full state funding.
âWith 756 students on IEPs in Windsor alone, we need state-backed solutions to ensure every child gets the support they deserve,â Lockhart emphasized.

đ A Powerful Moment for Adult Education:
Director of Adult Education Mayela Aguirre-Ernest delivered a heartfelt message on the impact of lifelong learningâstronger communities, stronger families, and better outcomes for WPS students. She was joined by dedicated Adult Ed staff and over a dozen inspiring students.
đ° Budget Update:
After intense discussion and a surprise vote outcome, the BOE voted 6 Yes, 2 No, and 1 Abstention to approve a 1% decrease in Dr. Hillâs budget recommendation, adjusting the proposed increase from 6.88% to 5.88%. Dr. Hill and his cabinet will now make the necessary cuts before the budget heads to the Town Council for a final vote in March.
